The Mexican Chamber of Deputies [official website, in Spanish] approved [materials, in Spanish] a bill on Friday allowing the use, production and distribution of marijuana for medical and scientific purposes. The bill was approved [AFP report] by the other chamber of the legislature in December and will now be sent to President Enrique Pena Nieto for his signature. The change in policy came after a national debate and organized forums on narcotics, which has been a hot topic for years, because of the widespread organized crime connected to narcotics in Mexico. The bill stopped short of allowing recreational marijuana [Reuters report].

South African President Jacob Zuma signed the anti-money laundering Financial Intelligence Centre Amendment (FICA) on Saturday to combat tax evasion and money laundering in the country. The global Financial Action Task Force (FATF) [official website] organization had threatened to oust South Africa if the amendment had not been passed before June 20. Supporters say the law is a tool against international financial crime, making it easier to identify the actual owners of accounts around the world and would apply to Zuma and other prominent figures in South Africa. The legislature passed the bill last year, but Zuma originally refused to sign it, citing concerns about its constitutionality [Bloomberg report]. In February the Legislature approved changes to the bill to meet Zuma's concerns.

The Nigerian Medical Association, NMA, has called on the Federal Government to shelve its planned harmonisation of salaries of health workers in the country. The association’s position is contained in a communiqué issued by Mike Ogirima, President of NMA, on Sunday at the end of the 57th Annual General Meeting and Delegate Conference of the association, held in Calabar, from April 24 to 29. It noted that although health workers faced many hazards in the discharge of their duties, their output could not be compared to doctors who performed the bulk of the medical services. “There is an attempt to harmonise the salaries and the Federal Ministry of Health is at the lead of that attempt, which is currently causing a lot of disharmony in the health sector.

An Owerri High Court on Wednesday reinstated Cletus Ilomuanya, the traditional ruler of Obinugwu autonomous community in Orlu Local Government Area, who was deposed by the Imo Government. The court also declared that the purported withdrawal of Ilomuanya’s certificate of recognition and staff of office by Governor Rochas Okorocha on June 6, 2014 was “illegal, unconstitutional, null and void.’’ The News Agency of Nigeria reports that since 2011, Mr. Ilomuanya had won nine legal cases against the Imo Government.

The Federal Road Safety Corps has revealed that its operatives in Kaduna State in the course of their duties impounded a vehicle for overloading and broken windscreen only to later discover occupants of the vehicle are suspected child traffickers with minors heading to unknown destination. A statement released by the Head Media Relations and Strategy of the Corps, Bisi Kazeem, stated that the vehicle, a Ford Galaxy model, with registration number LMU 76 XA, ash colour, was travelling from Kano to an undisclosed location on April 27, 2017 at about 11:55am, when the patrol team flagged down the driver of the said vehicle who refused to stop.

A new analysis of growth projections by the International Monetary Fund (IMF) shows that seven decades after gaining independence, India may outshine its former colonial ruler, by pushing the UK out of the five top economies this year. According to the report, India will also overtake Germany in 2022 as the world's fourth-largest economy, growing at 9.9 percent a year in nominal terms. The IMF, however, warned of challenges the country has to address to make the climb. Tanzanian President John Magufuli on Friday fired 9,932 civil servants who were found using fake educational certificates to work. Magufuli made the announcement on state television after receiving a report on public servants' certificates verification. He said salaries of 9,000 plus employees for this month should be withheld after an investigative task force found that 9,932 government workers presented fake qualifications when they were employed. The president immediately ordered that the dismissed civil servants would have to defend themselves in court, 'so that they could be jailed for seven years as the law says.'
